The Scottish Approach to Change is being developed in two phases.

Phase 1: July to October 2024

The first phase was an “understand” phase and has developed the high-level framework for how change should be undertaken in health and care published on this website. This will be further developed in phase 2. Stakeholder engagement took place throughout phase 1 to inform the development of the high-level steps.

 

Phase 2: November 2024 to December 2025

Phase 2 will use the draft framework developed in phase 1 to produce an in-depth approach setting out how change should be undertaken in health and care. It will involve wide stakeholder engagement and testing in different change scenarios.  

We welcome feedback on the draft Scottish Approach to Change and we are seeking partners to test and evaluate the framework during 2025. Learning from the testing will be used to refine the framework, with the publication of a detailed Scottish Approach to Change anticipated in December 2025.
